Collaborate management of the Digital Campus Consortium agreed upon "Creation of new education model with industry-university joint [Glocal University]"
NTT COMWARE CORPORATION (hereinafter NTT COMWARE, Head Office: Minato-ku, Tokyo, President: Yuji Matsuo) and Waseda University (Chairman: Takayasu Okushima) have agreed upon the joint planning and management of the "Digital Campus Consortium 2nd Stage Project (DCC (2nd Stage))". The DCC (2nd Stage) is a corporate consortium that will act as the project coordination parent organization to support the establishment and management of the "Cyber University Consortium (CUC)", a consortium between global universities to realize the "Glocal University", which is a 21st Century university model based on the information network.

CUC is to be established with the purpose to (1) create the structure to expand the "opening up of educational research" not only domestically, but globally with the Asia/Pacific area as the center (2) promote the "communization of global literacy" as well as "making routine the continuity and multiculturalism of the world and the university" by conducting inter-communications between classes, researches, students, and researchers between universities with the Waseda University international exchange agreement schools as the base and (3) realize issues of the next generation stage such as the "nurturing of acting international intellectuals", the "globalization of educational research", and the "realization of corporate universities due to enhancement of alliances with corporations". The goal will be to sign up 100 international exchange agreement schools within the next 3 years.
As an activity of the DCC (2nd Stage), Waseda University will utilize its university management know-how and the success so far obtained from the activities of the DCC (1st Stage) to undertake the planning of joint class curriculums and the conducting of inter-university adjustments between the universities, and the maintenance of the management organization. NTT COMWARE will utilize its corporate management and business know-how as well as its information communication system construction know-how, to support the planning and construction of the CUC infrastructure as well as to undertake the planning and promoting of a new industry-university joint business model based on the coalition between universities and companies, starting with the designing of the DCC (2nd Stage) overall framework in cooperation with the Waseda University. The joint development of distant English education based on the networking between international exchange agreement schools and the network education platform system are earmarked as specific activities.
NTT COMWARE will be able to conduct compound utilization of information, technologies, and human resources born from CUC as well as being able to explore new business development possibilities from the joint management of the DCC (2nd Stage) with the Waseda University. To be specific, industry-university development from a business viewpoint will be targeted by (1) utilizing cross-border human resources (2) technology transference from research developments to the industrial field as well as business organization activity promotions accompanying the transference and (3) applying lectures by researchers to business education.
The Waseda University considered the flexible and open corporate stance of NTT COMWARE, which utilizes hardware and software of various vendors optimally, as well as the consulting power of NTT COMWARE to be essential to the creation of new university models, especially in the business model designing with companies and requested that NTT COMWARE take charge of the Executive Office in coalition with the Waseda University as its main partner in the DCC (2nd Stage). The Waseda University anticipates that NTT COMWARE will connect the university group and the corporate group together and will lead the way for the DCC (2nd Stage) as an advisor to both groups from a three dimensional viewpoint.

The DCC (1st Stage) was the core program of the [Waseda University Computerization Promotion Program 9 Year Plan], which started in 1997, and was started in April of 1999 and ended in March of 2002. The achievements are as follows.
- The realization of on-demand type network classes utilizing the internet (2002, 66-70 course execution)
- The hosting of a cross-cultural network type joint seminar with 30 international exchange agreement universities in 16 countries
- The development of a tutorial English learning program (1,600 students in the 2001 academic year, 2,000 students scheduled for the 2002 academic year)
- Construction and online publication of approximately 40 academic databases
- The transmittance of 34 distance lecture courses for working people
- The establishment of 2 joint venture companies with corporations
- The supporting of publication activities
The DCC (2nd Stage) will start as an activity to be conducted from April of 2002 through to March of 2005 with the following companies participating as Executive Members apart from NTT COMWARE, which will be in charge of the Executive Office.

- NEC Corporation, NEC Soft, Ltd.
- Matsushita Electric Industrial Co., Ltd.
- Yokogawa Electric Corporation
Apart from the above, more than 10 companies are scheduled to participate as General Members.
