"University administration system prototype" to be provided charge-free
- Supports University management reforms -


The Waseda University (Shinjuku-ku, Tokyo, President: Katsuhiko Shirai), NTT COMWARE Corporation (Minato-ku, Tokyo, President: Yuji Matsuo), and NEC Corporation (Minato-ku, Tokyo, President: Koji Nishigaki) have decided to provide the "University administration system prototype" which is currently being developed, to universities throughout Japan, charge-free. This prototype, which has been named WISDOM/U (Web-based Information Systems -- Development and Operation Model for Universities = wisdom for you), will make the development and operation on the web interface possible in order to improve the operation of the university administration system.

The University administration system prototype is made up of the following 5 systems: (1) "Financial affairs" such as budget drafting and credit transfer management, (2) "Personnel, salary, and welfare affairs" such as personnel management and monthly salary / seasonal benefits, (3) "Educational affairs" such as entrance exams, school registry, class enrollment, and school expenses, (4) "Common affairs" such as common information database management, and (5) "Alumni association affairs" such as membership fee management. The open source Linux is used for the system OS. Also, based on the EUC (End User Computing *1) concept, the applications and GUI (Graphical User Interface *2) were developed by the Waseda University personnel, experts on university administration.
As the system uses the Linux and is a system constructed based on the EUC concept, it can flexibly and efficiently construct university administration systems either on a small scale or a large scale.

University administration system prototype design concept

By opening all source codes other than those related to security, the user university can freely customize and improve the system and to improve the user convenience since it is a web based interface system.
  1. By making open 95% of the source codes (not including those related to security), the user university is able to directly customize the system, excluding the core section.
  2. Free software such as Linux, PostgreSQL, Apache, and php are combined and used on the server side allowing the construction of a moderately priced prototype. On the client side basic software such as Windows XP and Access2000 are used to allow the affairs personnel to conduct developments.
  3. A web based prototype based on the assumption that the user will conduct direct access.


University administration system prototype charge-free provision purpose

By having the user universities feedback information on improvement situations and/or requests to the "University Administration System Prototype User Association (tentative name)" which is scheduled to be established in September, a cycle where function enriched next versions are constructed and will be realized, thus allowing for to the establishment of a new university administration system formulation model.
The target of this endeavor is to assemble the wisdom of numerous universities. By sharing the efforts of each university to bring about the installation of the university administration system to all universities regardless of its size will contribute to the progress of the entire university industry.


University administration system prototype release and usage method

The "University Administration System Prototype User Association (tentative name)", which will be comprised of all user universities will be established (scheduled for September, 2003) and after the development of the prototype is completed (scheduled for March, 2003), it will be released free of charge. Thereafter, a structure where the system will be customized according to the requests of each of the user universities will be constructed and will begin in September, 2003. (In the case where a university individually entrusts the customization of the system to an outside agency it will be a charged service by the aforementioned agency.)
At the inception of the release of this prototype, a presentation meeting will be held on March 20th (Thursday) of this year to the member schools of the Japan Association of Private Colleges and Universities. At the presentation meeting, a demonstration of the system is scheduled and it will also be open to members of the media. (Details of the meeting will be provided separately.)

The university administration system refers to a computer system group that is comprised of the following subsystems: the financial affairs system (budget, accounting, asset management, etc.); the personnel affairs system (personnel management, salary, welfare, etc.); the educational affairs system (entrance exams, school registry, class enrollment, school expenses, scholarship, employment, health management, certification, etc.); and the alumni affairs system. Universities have been seeking to computerize administration affairs since the 1980's. These systems are systems that have been constructed and installed individually by each of the universities.
In such a situation, with regards to basic administration affairs many of the parts can be shared between universities, thus it is possible to dramatically enhance the investment efficiency which is the reason for the decision to release and provide this charge-free prototype.

*1 EUC (End User Computing)
The end user, is the person who actually conducts the work on-site and is the user of the computer system personally engages in the construction as well as the operation and the management of the system. EUC was developed due to the fact that it was difficult to construct a system that is truly useful by entrusting its construction wholly to outside agencies or IT system divisions. In addition to this, computer operations have improved dramatically and computer use in offices have become common and also, commercial application software has become highly advanced.
*2 GUI (Graphical User Interface)
A user interface where information displays to the user are graphic-laden and most of the basic operations can be conducted by mouse or pointing devices.
